Until recently, the couple lived in an ex-council house in the town of Stapleford worth just £90,000 before their amazing stroke of good fortune - so moving into Serenity will be quite the contrast.
The planning application submitted today reveals that the home will be 16 times larger than the average family house. Its exterior is set to be clad in solar panels, and features eight bedrooms as well as a swimming pool and botanical garden.
Perhaps the most impressive feature will be a 10-car garage which is hidden from the outside by an artificial waterfall.
Change of scenery: Matt and Cassey Topham were living in this semi-detached house in Stapleford when they won their fortune
Inside, the couple, aged just 24 and 23, whill be able to enjoy a snooker room, whirlpool bath and even a private cinema.
Their design inspirations ranged widely - from Hollywood blockbuster Iron Man, which features an underground car park, to the mediaeval Eltham Palace and the Victoria and Albert Museum.
'We were very clear we didn't want to live in a glass box,' the couple told the Guardian. 'At the very top of our wish list was a strong desire to keep the design contemporary yet familiar, and flexible enough to accommodate a future family.'
Baca Architects are handling the project, which will necessitate the demolition of a 1930s mansion set in a country estate which the Tophams bought for £1.2million.

Many Lottery winners seem to waste their jackpot on champagne, wasteful holidays and ill-advised business ventures - but Matt and Cassey Topham have a rather more creative answer.
The young couple have commissioned a top architect to build their dream home, a sprawling £5million complex in the Nottinghamshire countryside.
Fed up with unwanted attention after their £45million EuroMillions win last February, the Tophams are hoping to make new home in a quiet bolthole which they have called 'Serenity'.
The couple found the architects after attending a Grand Designs Live exhibition - and initially the designers were not sure that the youngsters were serious about the commission.
Officials are expected to rule on planning permission this summer.
Mr and Mrs Topham have previously spent their money on paying off relatives' mortgages, and giving more than £1million to a close friend.
